The proposal for enactment of Arunachal Pradesh Protection of Interests of Depositors (in financial establishments) Bill, 2017 was also approved in order to pave way for its introduction in the State Legislative Assembly and its enactment. The bill is intended to put in place a legal framework and mechanism to regulate the activities of financial establishments defaulting in repayment of public deposits in the state and at the same time protect and safeguard the interests of the depositors in Non Banking Financial Companies (NBFCs).

Come winter, the state witnesses numerous state sponsored festivals where local alcoholic brews flow like the flooded rivers in monsoon, rendering many unsteady.
The state spends some crores on these festivals-
But that's price the entertainment starved are happy paying as long as we get to listen to some out of work Bollywood singers entertain us with out of tune songs. We are even happy to pay for the utterly overpriced food and drinks. Arunachalees are easy to please.
Now, compare Arunachal Festival with the Hornbill Festival hosted by Nagaland, where some amount of VIP culture is seen only during the inauguration.
The festival attracts thousands of tourists from the country and abroad. At the hugely popular night bazaar in Kohima, few kilometers away from the main ground, more than a kilometer of road is filled with people who are out to enjoy the festival and food. The entire stretch of road cordoned off with no vehicles allowed. Even the Governor was seen walking and stopping for a snack. One can't imagine such a scene in Arunachal, obsessed with VIPs.
Perhaps, the only exception is Ziro Festival of Music; partly state funded which is touted as one of the best music festivals in the world with hundreds of tourists from India and abroad.
The Adventure@ Mechuka has the potential to attract tourists but the road is in such a bad shape that only a hardcore adventurist will think of reaching there.
Most of these festivals are aimed at inviting tourists but if a tourist is forced to take two days to recover from the journey, it would be foolish to even expect them to come to these festivals.
Look at the tourism amenities, which are mostly out of the way of the tourists and more an opportunity for the contractors, at the wish of the politicians to make money. The state government will know how miserably the tourist lodges and other amenities have failed while the privately run hotels and lodges are doing better.
With so much to offer, Arunachal is a dream destination if marketed well and local people can make a living. One step forward is to help people open their homes to host the few brave tourists. Homestays not only help families to make money, but they also give tourists a chance of a lifetime to experience the indigenous way of living.
So perhaps, it makes sense to outsource the entire tourism business to private operators, the backbone of the tourism industry in the state and local communities.
The fear of tourism industry gone wrong is always there but if at all the government is seriously thinking about attracting tourists, involve the local communities.
Oken Tayeng of Abor Country Travels and Expeditions, who won the best tour operator award in recently held Arunachal Tourism Awards says that most of those who come to Arunachal are interested in the culture of the state.
These tourism festivals have nothing to offer in terms of culture, but if a start is made, with a clear vision to attract tourists, there is nothing stopping us from being the next tourist destination that will contribute to the economy of the local people and the state.
Workers stage dharna, announce more protests

The dharna was organized under the banner of Joint Working Committee of Arunachal Pradesh Trade Unions (JWCAPTU).
Addressing the workers, JWCAPTU chairman Changma Tajo made it clear that the fight was neither against any political party nor the present government, but a fight for workers' rights.
"We are left with no option but to resort to statewide democratic movement in support of our genuine demands as the state government, despite our repeated appeals in form of memorandums, has not paid any interest in addressing our genuine demands," Tajo said, before adding that the agitation would continue until the demands were met.
JWCAPTU Secretary General Kenkar Yomcha also appealed to the workers to stand united and firm on their genuine demands.
The second and third phases of agitations have been scheduled for February 14 and February 18 next.
Presidents and secretaries from 12 different trade unions also spoke to motivate workers.

Nyishi community to observe Golden Jubilee Nyokum Yullo at Joram

ITANAGAR, Feb 7: The Nyishi community is going to observe Golden Jubilee Nyokum Yullo Celebration 2017 at Joram village in Lower Subansiri district. It is believed that centralized Nyokum celebration first started from Joram village way back in 1967.
To mark the 50 glorious years of Nyokum, the celebration will be kicked off at Nyokum Rally on February 10, 2017 morning from Itanagar to Joram, Nyokum Ground, informed Golden Jubilee Nyokum Yullo Celebration Committee (GJNYCC) Joram Chairman, Dr Joram Begi.
Addressing reporters here at the Arunachal Press Club, Dr Begi said, "Nyokum Yullo was celebrated at family and clan levels since time immemorial by the Nyishi community. However, the first centralized Nyokum Yullo was celebrated at Joram in 1967".
Stressing on the objectives of the festival, the chairman of the celebration committee delineated that Nyokum is celebrated for peace, progress and prosperity and also to ward off epidemic, dreaded diseases and untoward incidents.
"Indeed, Nyokum is a festival of all human beings", said Dr Begi, while appealing to people from all walks of life to actively participate, irrespective of caste, creed and religion. He appealed to the people of Arunachal Pradesh to be a part of the Golden Jubilee celebration of Nyokum Yullo at Joram.
To celebrate the journey of 50 years, the committee will have a celebration of 18 days, informed the chairman, adding that a Nyokum village has been constructed at the festival ground to bring back the originality of the festival.
Apart from the usual sports and cultural programmes, various traditional sports and incantation competitions will be incorporated in the festival, along with exhibition stalls of archival pictures on glimpses of the journey of Nyokum Yullo festival. During the celebration, the Hindi feature film, Mera Dharam Meri Ma will also be screened.

the state to immunize unvaccinated or partially vaccinated children of age below
two years as well as pregnant women against seven vaccine-
The diseases being targeted are diphtheria, whooping cough, tetanus, tuberculosis, measles, Hepatitis B. Vaccines for Japanese Encephalitis are also provided in some selected districts.
Health & Family Welfare Commissioner, Kaling Tayeng launched the programme at Itafort Dispensary in presence of Director of Family Welfare, Dr M Lego, Mission Director (NHM) P N Thungon, State Immunization Officer Dr D Padung and officials of Directorate of Family Welfare, National Health Mission.
The campaign will be observed across the state starting on the 7th day of every month for seven days till May 2017. During the campaign, the ANMs, ASHA and Anganwadi workers will conduct house to house headcount for identifying unvaccinated and partially vaccinated children/ pregnant women and mobilize them for vaccination.
After the formal inauguration, the Commissioner (H&FW) advised the service providers to be dedicated in providing service to the beneficiaries so that all eligible children and pregnant women are protected from those diseases.

Free cataract operation camp
One ophthalmologist for entire Lohit
TEZU, Feb 7: At least 46 patients were identified for cataract operation after initial screening of 68 patients in a free cataract operation camp currently underway at General Hospital, Tezu.
The camp, organized by the Department of Health and Family Welfare in collaboration with the District Administration was formally inaugurated by Deputy Commissioner Danish Ashraf on Tuesday.
The programme, which was partly supported by the district innovation fund under the initiatives of AH & Veterinary, DD and Art & Culture Minister Dr Mohesh Chai and the DC, also saw a briefing on the launch of Mission Indradhanush and National Deworming day.
Ashraf, who is also the Chairman of the District Health Society, advised the doctors to brief the patients about various precautionary measures to be taken after operation. Elucidating on the importance of Mission Indradhanush, Ashraf said that every child must be vaccinated.
The DC said that Mission Suraksha was launched by the district administration to combat these very issues and termed fear of vaccinations as baseless.
DMO S Chai Pul gave a brief report on the cases taken up during the free cataract operation camp.
She informed that 1445 eye cases were handled under Blindness Control Programme from April to December, 2016.
Also, 1447 school students were screened, out of which 32 were detected for refractive error.
She expressed disappointment that a lone ophthalmologist was handling all the eye cases in the district. She urged the government to provide sufficient doctors/ ophthalmologists and a new eye scanning machine.
Also speaking on National Deworming Day to be observed on February 10, Ashraf urged the teachers to ensure that every child took the deworming tablets.

Training on GST registration conducted
HAWAI, Feb 7: A training programme on Goods and Services Tax (GST) for the traders and shop owners of Anjaw district was conducted at Community Centre, Hawai on Tuesday.
Addressing the participants, State Nodal Officer (Narcotics Cell) Oli Koyu, explained on how the cascading effect of multiple taxation at various level causes not only higher chances of tax pilferages but also increases the price of goods at the consumer level.
Highlighting the prerequisite for migrating from VAT to GST regime, he informed that the business owners should have online VAT registration. Business owners can register and subsequently migrate to GST regime through internet at www.aruntax.nic.in.
Referring to the guidelines prescribed by both central and state governments on migration to GST, he also warned that failure to shift in GST regime under the guidelines within stipulated time would invite heavy penalty.
Responding to the problems being faced by the dealers and shopkeepers due to non availability of internet facility and absence of IT professionals in Anjaw, Koyu suggested them to avail the facilities that are readily available with the Tax and Excise team at Tezu.
Another resource person of the training programme, Inspector Luvjoy Choker demonstrated the procedures and documents required for online VAT registration and how to gradually migrate to the GST regime.
In his key note address, Project Director Mito Dirchi highlighted the importance of the transition from VAT to GST regime, while Hawai CO Rome Mele also spoke on the agenda of the training programme.
The programme was conducted by a team of officials, led by Superintendent of Tax and Excise and State Nodal Officer of Narcotics Cell, Koyu and Inspector Choker, according to an official release.

Delinquents seek welfare schemes
ITANAGAR, Feb 7: In a representation to Chief Minister Pema Khandu, the All Arunachal Pradesh Delinquent Welfare Association (AAPDWA) demanded that the state government provide reformation schemes, claiming that they have been treated differently by their own people in the society with no chance to reform themselves.
The AAPDWA further demanded for 'Remittance of Punishment', saying that many of them are being punished for petty offences.
"No person should be judged or victimized for petty offences which do not fall under the category of serious offences", the association stated, while appealing to the government to come up with provisions of remittance of punishments.
It also sought for establishment of rehabilitation centre to help delinquents in rehabilitation and reformation, besides the demand for vocational education and welfare schemes for delinquents.
AR organizes cancer awareness prog
CHANGLANG, Feb 7: On the occasion of World Cancer Day on February 4, the 14 Assam Rifles organized a programme to raise awareness among the people on cancer at Simran village.
The villagers were explained in detail about cancer, how to prevent, detect and treat it by the Assam Rifles Medical Officer (MO).
The MO emphasized on community involvement for early detection of cancer patients and said that treating cancer at an early stage can save lives.

Painting competition
DAPORIJO, Feb 7: The second district level painting competition among students of both government and private schools of Upper Subansiri district to promote Swachh Bharat Abhiyan is being organized by the management of Mell Botom Tourist Lodge, under the guidance of the Chief Minister and in collaboration with District Administration, UD and Housing and DTO (Tourism), Daporijo.
The theme of the drawing competition is 'Swachh Bharat Abhiyan in Convergence with Tourism Promotion'.
The first, second and third prize winners will be awarded cash prizes of Rs 50,000, Rs 25,000 and Rs 10,000 respectively along with certificates. The prizes will be distributed on Statehood Day.
The school authorities will conduct the competition in their respective schools and the drawings/ paintings will have to be submitted at Mell Botom Tourist Lodge on or before February 15, the Upper Subansiri Deputy Commissioner stated in a letter to the DDSE.
