ALGs for civilian use, says govt

Major decisions on recruitment as cabinet meet

ITANAGAR, Feb 7: The state Cabinet on Tuesday approved for operation of fixed wing aircraft for passenger service in selected Advanced Landing Grounds (ALGs).

The Cabinet reviewed the status and directed the Civil Aviation Department to expedite making the ALGs functional for civilian use on priority, while also approving floating of tender for three months for 6-10 seater fixed wings aircraft, which has minimum 40 hours flying experience.  

The Cabinet has also approved for amendment of Hydropower Policy, 2008.

On the proposal of special package for Tirap, Changlang and Longding, it was decided to forward the special package proposal to Ministry of Home Affairs, Government of India, after obtaining comments/ views of the legislators of these three districts.

Meanwhile, the state Cabinet has approved for creation of 42 posts under the APCS and for filling up of 84 posts at the entry level.  The Cabinet also directed to fill up the 19 posts of APCS entry grade under lateral entry quota in a time-bound manner within three months' time.

The creation of 56 posts of Traffic Police was also approved to effectively manage the ever-burgeoning traffic in the state and also created 29 posts of non-teaching staff for Government College and Polytechnic to ensure efficient and effective teaching in these educational institutions.

To pave way for making the Government Law College at Jote functional by the next academic year, the Cabinet approved creation of 34 posts of teaching and non-teaching staff. As many as 152 posts under various categories were also created for efficient manning of newly-created districts of Siang, Kra Daadi, Longding, Namsai and Capital Complex.

The Cabinet also approved establishment of a police station at Thrizino under West Kameng district for ensuring peace and effective law and order system in the said area. Also, 49 posts at different levels were created for effective manning of the police stations.

To fill up 8 out of the 12 existing vacancies in the rank of SP (JAG), the Cabinet decided to approve one-time relaxation in the prescribed minimum qualification length of service.

In order to achieve the objectives of performance enhancement, upgradation of knowledge and skills of government officials, improve the administrative effectiveness and develop professional, impartial and efficient civil service that is responsive to the needs of the citizens, the cabinet approved a comprehensive State Training Policy.

The proposal for enactment of Arunachal Pradesh Protection of Interests of Depositors (in financial establishments) Bill, 2017 was also approved in order to pave way for its introduction in the State Legislative Assembly and its enactment. The bill is intended to put in place a legal framework and mechanism to regulate the activities of financial establishments defaulting in repayment of public deposits in the state and at the same time protect and safeguard the interests of the depositors in Non Banking Financial Companies (NBFCs).

Another major decision taken by the Cabinet was to conduct the recruitment of all Group-B (non gazetted), Group-C and other ministerial posts through APPSC by amending the Arunachal Pradesh Public Service Commission (Limitation of Functions) Regulations, 1988 for instilling transparency in the entire process of recruitment and ensuring a merit based recruitment process.

The Cabinet also enhanced the pay scale of the Chairman and Members of the APPSC as per the 7th Pay Commission's recommendations and accordingly amended the Arunachal Pradesh Public Service Commission (Regulation), 1988.

It was also decided to institute the Arunachal Ratna as the highest state award of Arunachal Pradesh, which would carry a cash award of Rs 5 lakh, a gold medal and a roll of honour.

The Arunachal Ratna Award shall be awarded in recognition of very exceptional service/ performance of the highest order in any field of human endeavour.

The committee, headed by the Chief Minister with Chief Secretary, Principal Secretary Political, Commissioner Finance and Commissioner (GA) as members, along with two members to be co-opted by the Chief Minister shall make the recommendation for the Arunachal Ratna Award.

 

 

 

The festivals for few

Come winter, the state witnesses numerous state sponsored festivals where local alcoholic brews flow like the flooded rivers in monsoon, rendering many unsteady.

The state spends some crores on these festivals- Adventure@Mechukha, Buddha Festival, Tawang Festival,  Orange Festival of Music and Adventure, Pangsau Pass Winter Festival, partly funded Ziro Festival of Music. Arunachal Festival-the grandmother of all festivals is celebrated in Itanagar amidst the dust, mostly generated by the vehicles of VIPs, who act as if walking few metres to the IG Park from the parking lot will land them in a hospital bed. While we deal with dust allergies and mutter few curses, these VIPs, mostly elected representatives and government employees, also have separate enclosures for themselves, surrounded by LED displays,  served with the best food and beverages by young girls dressed in their best traditional attires.

But that's price the entertainment starved are happy paying as long as we get to listen to some out of work Bollywood singers entertain us with out of tune songs. We are even happy to pay for the utterly overpriced food and drinks. Arunachalees are easy to please.

Now, compare Arunachal Festival with the Hornbill Festival hosted by Nagaland, where some amount of VIP culture is seen only during the inauguration.

The festival attracts thousands of tourists from the country and abroad. At the hugely popular night bazaar in Kohima, few kilometers away from the main ground, more than a kilometer of road is filled with people who are out to enjoy the festival and food. The entire stretch of road cordoned off with no vehicles allowed. Even the Governor was seen walking and stopping for a snack. One can't imagine such a scene in Arunachal, obsessed with VIPs.

Perhaps, the only exception is Ziro Festival of Music; partly state funded which is touted as one of the best music festivals in the world with hundreds of tourists from India and abroad.

The Adventure@ Mechuka has the potential to attract tourists but the road is in such a bad shape that only a hardcore adventurist will think of reaching there.

Most of these festivals are aimed at inviting tourists but if a tourist is forced to take two days to recover from the journey, it would be foolish to even expect them to come to these festivals.

Look at the tourism amenities, which are mostly out of the way of the tourists and more an opportunity for the contractors, at the wish of the politicians to make money. The state government will know how miserably the tourist lodges and other amenities have failed while the privately run hotels and lodges are doing better.

With so much to offer, Arunachal is a dream destination if marketed well and local people can make a living. One step forward is to help people open their homes to host the few brave tourists. Homestays not only help families to make money, but they also give tourists a chance of a lifetime to experience the indigenous way of living.

So perhaps, it makes sense to outsource the entire tourism business to private operators, the backbone of the tourism industry in the state and local communities.  

The fear of tourism industry gone wrong is always there but if at all the government is seriously thinking about attracting tourists, involve the local communities.

Oken Tayeng of Abor Country Travels and Expeditions, who won the best tour operator award in recently held Arunachal Tourism Awards says that most of those who come to Arunachal are interested in the culture of the state.

These tourism festivals have nothing to offer in terms of culture, but if a start is made, with a clear vision to attract tourists, there is nothing stopping us from being the next tourist destination that will contribute to the economy of the local people and the state.

 

 

 

Workers stage dharna, announce more protests

ITANAGAR, Feb 7: More than 5000 workers from organised and unorganised sectors staged a dharna at Tennis Court, IG Park here on Monday in support of their 13-point charter of demands.

The dharna was organized under the banner of Joint Working Committee of Arunachal Pradesh Trade Unions (JWCAPTU).

Addressing the workers, JWCAPTU chairman Changma Tajo made it clear that the fight was neither against any political party nor the present government, but a fight for workers' rights.

"We are left with no option but to resort to statewide democratic movement in support of our genuine demands as the state government, despite our repeated appeals in form of memorandums, has not paid any interest in addressing our genuine demands," Tajo said, before adding that the agitation would continue until the demands were met.

JWCAPTU Secretary General Kenkar Yomcha also appealed to the workers to stand united and firm on their genuine demands.

The second and third phases of agitations have been scheduled for February 14 and February 18 next.

Presidents and secretaries from 12 different trade unions also spoke to motivate workers.

Some of the demands of the workers include enhancement of wages of contingency/casual workers from existing amount to Rs 18,000 per month, regularization of those workers who have already completed 12 years and above or 18 years for APST and non-APST workers, implementation of voluntary retirement scheme in all departments, separate colours for commercial taxis and autos, regularization and enhancement of staff salaries for employees of the APB&OCWWB, implementation and disbursement of housing loan as provided in APB&OCWWB for registered workers.

Meanwhile, the Arunachal Pradesh Congress Committee (APCC) has strongly supported the demands of JWCAPTU, like enhancement of the salary/ wage of casual and contingency workers.

In a press statement, the APCC said that the meager salary/wage being paid to the workers was not sufficient to meet their day-to-day livelihood needs due to the sky-rocketing prices of all essential commodities.

"It is really surprising that the delegation of JWCAPTU was not allowed to meet the Chief Minister to put forward their genuine demands," the APCC said, and urged the state government to take seriously the demands of the workers.

 

 

 

GoAP urged to maintain Aalo to Bam road under TAH

ITANAGAR, Feb 7:  Frustrated with inordinate delay in proper execution and maintenance of the road from Bam to Aalo section of Tai to Gabu (a part of Potin-Pangin Road), the Memo Ao Youth Association (MAYA) and Pushi Bango Welfare Society (PBWS) has appealed to the state government to start early execution and maintenance of Aalo to Bam road of Tai to Gabu section of the Trans-Arunachal Highway.

Addressing reporters at the Press Club here on Tuesday, MAYA Chairman, Kenbom Bagra said that the MAYA and PBWS have submitted numerous memorandums to the GoAP for early execution and maintenance of the said road, but there has been no response from the state government.

They had on February 1 last, also initiated a democratic movement in the form of 12 hours chakka bandh.

He said that ever since the Border Roads Task Force (BRTF) handed over the project to the MoRTH in 2012, the said stretch of road is in a poor condition, especially at Pushi Bango area, making vehicular movement difficult.

"The concession agreement of Potin-Pangin Road was signed on August 14, 2012, in the Ministry of Road Transport and Highway (MoRTH), New Delhi with M/s Potin Pangin Pvt Ltd, represented by ECi Engineering and Consortium for widening and upgrade of the said project,  while the BRO handed over the Tai to Pangin road project to MoRTH on September 4, 2014 to facilitate the executing agency to carry out construction work.

However, Bagra claimed that "the executing agency has not been carrying out proper maintenance work, causing much hardship to the commuters, while the maintenance of Aalo to Bam road has also been halted after the construction of a temporary by-pass road of Nyorak-Nikte due to reasons best known to the executing agency."

Further, stating that Aalo to Mechuka is a place of strategic importance, with hundreds of army and para military forces vehicles plying despite terrible road conditions, Bagra said that it was a matter of grave concern and urged the state government to accord priority to proper road connectivity in the said area.

He also appealed to the Union Minister of State for Home Affairs, Kiren Rijiju to address the said issues at the earliest.

PBWS President, Kirnya Bagra said that ever since the BRTF handed over the road construction work to other agencies in 2012, the condition of road has only been deteriorating.

The PBWS president further said that the MAYA and PBWS, along with 17 organizations, including Ato Paktu Ao Welfare Society, PAYWA, KKSU and BASU from Basar area and ABSWA from Mechuka and Nyiko Bango area, Mother's Vision Aalo, AAPWWS and Galo Ane Aalo and other organizations will launch the second phase of agitation in the form of 24 hours West Siang bandh, followed by 36, 48 hours and indefinite period bandh, if their demands are not met with within the next 10 days.

 

 

 

Stop NHPC project activities in Tawang: Orgs

ITANAGAR, Feb  7: The Save Mon Region Federation (SMRF) and 302 Action Committee have urged the  Tawang Deputy Commissioner  to issue necessary instruction to the NHPC to stop all activities  in Tawang till a solution  is found for all the grievances of the local people.

While referring to the May 2, 2016 Tawang incident where two persons had died in a firing incident, the organizations said the  NHPC has set up its project office at Lumla and  is taking up survey activities  in  total violation of agreement reached for solution of grievances of the project-affected people.

The organizations claimed that the NHPC project GM at Tawang was clearly asked not to take up any project activities in a meeting in the DC's chamber in presence of SP, Tawang, ADC Jang and members of SMRF and 302 Action Committee, and others, till a committee is formed  to take a decision on the  grievances of the project-affected  people.   

"Even after the NHPC GM at Tawang was asked in written not to carry out any project-related activities, he did not pay heed to our plea", the organizations rued.

More than 90 percent villages which are likely to be affected by the projects had given written assurance not to give their land for NHPC project in Tawang, the organizations claimed.

In a separate release, the 302 Action Committee said that the NHPC and policy makers have been deceiving the innocent public of the district since 2007  on project related issues.  "After the May 2, 2016 Tawang incident, which was the worst example of brutality, the innocent people lost faith in the authorities, including the NHPC", the committee said.

It urged the Tawang District Administration to stop any CSR activities of the NHPC till issues are resolved.

They also threatened to launch a protest rally at Lumla if the administration fails to take any action against the NHPC at Tawang.

 

 

 

 

Illegal structures dismantled

ZIRO, Feb 7: The Lower Subansiri District Administration dismantled illegal RCC structures constructed within the Advance Landing Ground (ALG) of Old Ziro.

The drive was carried out on February 3 and 7 by a team of officials, led by ADC Nending Chatung and DLRSO Bharat Lingu, along with the police. (DIPRO)

 

 

 

Nyishi community to observe Golden Jubilee Nyokum Yullo at Joram

ITANAGAR, Feb 7:   The Nyishi community is going to observe Golden Jubilee Nyokum Yullo Celebration 2017 at Joram village in Lower Subansiri district.  It is believed that centralized Nyokum celebration first started from Joram village way back in 1967.

To mark the 50 glorious years of Nyokum, the celebration will be kicked off at Nyokum Rally on February 10, 2017 morning from Itanagar to Joram, Nyokum Ground, informed Golden Jubilee Nyokum Yullo Celebration Committee (GJNYCC) Joram Chairman, Dr Joram Begi.  

Addressing reporters here at the Arunachal Press Club, Dr Begi said, "Nyokum Yullo was celebrated at family and clan levels since time immemorial by the Nyishi community. However, the first centralized Nyokum Yullo was celebrated at Joram in 1967".

Stressing on the objectives of the festival, the chairman of the celebration committee delineated that Nyokum is celebrated for peace, progress and prosperity and also to ward off epidemic, dreaded diseases and untoward incidents.

"Indeed, Nyokum is a festival of all human beings", said Dr Begi, while appealing to people from all walks of life to actively participate, irrespective of caste, creed and religion. He appealed to the people of Arunachal Pradesh to be a part of the Golden Jubilee celebration of Nyokum Yullo at Joram.

To celebrate the journey of 50 years, the committee will have a celebration of 18 days, informed the chairman, adding that a Nyokum village has been constructed at the festival ground to bring back the originality of the festival.  

Apart from the usual sports and cultural programmes, various traditional sports and incantation competitions will be incorporated in the festival, along with exhibition stalls of archival pictures on glimpses of the journey of Nyokum Yullo festival. During the celebration, the Hindi feature film, Mera Dharam Meri Ma will also be screened.

In order to promote Pan Arunachal, the celebration committee has also invited all community based organisations to take part in the festival.  

Later, the GJNYCC chairman released the official T-shirt and calendar of Golden Jubilee Nyokum Yullo Celebration, Joram.

 

 

 

Kingcup Public School wins Wipro Earthian award

ITANAGAR, Feb 7: The students of Kingcup Public School, Itanagar has made the state proud by winning the prestigious Wipro Earthian competition held at Bengaluru campus of IT giant Wipro on Saturday last.

The Wipro conducts Wipro Earthian contest among school and college students all over the country, with the core objective to integrate sustainability into school and college curriculum. The students were critically engage in sustainability issue through multiple perspectives and drive sustainability thinking and action.

A team of five students under the guidance of Biology teachers Nguli Dabi and Hage Sonia participated in the competition, where the team prepared and submitted a project based on the biodiversity of Arunachal Pradesh.

Kingcup Public School is the only school from the entire North-East since inception of Wipro Earthian competition in 2011, to be selected for the prestigious award.

The award was conferred to the students by Wipro Chairman Azim Premzi in a glittering award ceremony.

The state nodal agency was the Department of Science and Technology, Government of Arunachal Pradesh.

Joint Director of the department Dr Debajit Mahanta, accompanied the students to Bengaluru to receive the award.  

A total of ten schools were selected from across the country for the final.

 

 

 

E-cabinet solution to ease cabinet business

ITANAGAR, Feb 7: Chief Minister Pema Khandu appreciated the newly adopted e-cabinet solution implemented by the Department of Information Technology and Communication on Tuesday for Cabinet members of the Government of Arunachal Pradesh.

Using this system, the cabinet members can access cabinet notes before the meeting, and the entire business of the Cabinet can also be conducted.

Once Arunachal Pradesh adopts the e-cabinet system, the average length of the cabinet meetings will be reduced from 4 to 5 hours to merely 30 to 90 minutes, and the government can also eliminate the need to print and deliver thousands of pages of documents.

Chief Secretary Sakuntala Gamlin gave an introduction about the e-cabinet solution implemented in Arunachal Pradesh, followed by a brief presentation by Special Secretary Department of Information Technology and Communication before the Cabinet members.

The IT Secretary also noted that this would provide remote access to Cabinet ministers to view Cabinet notes and the same would be circulated well in advance for proper analysis and feedback.

Later, the Department of IT and Communication also provided Cabinet members with one secured tablet each to access the e-cabinet solution.

 

 

 

Mission Indradhanush-IV launched in state

ITANAGAR, Feb 7: The fourth phase of Mission Indradhanush (MI) was launched across the state to immunize unvaccinated or partially vaccinated children of age below two years as well as pregnant women against seven vaccine-preventable diseases.

The diseases being targeted are diphtheria, whooping cough, tetanus, tuberculosis, measles, Hepatitis B. Vaccines for Japanese Encephalitis are also provided in some selected districts.

Health & Family Welfare Commissioner, Kaling Tayeng launched the programme at Itafort Dispensary in presence of Director of Family Welfare, Dr M Lego, Mission Director (NHM) P N Thungon, State Immunization Officer Dr D Padung and officials of Directorate of Family Welfare, National Health Mission.

The campaign will be observed across the state starting on the 7th day of every month for seven days till May 2017. During the campaign, the ANMs, ASHA and Anganwadi workers will conduct house to house headcount for identifying unvaccinated and partially vaccinated children/ pregnant women and mobilize them for vaccination.

After the formal inauguration, the Commissioner (H&FW) advised the service providers to be dedicated in providing service to the beneficiaries so that all eligible children and pregnant women are protected from those diseases.

At Bomdila, the week-long vaccination programme under MI was launched at APEDA Colony by Deputy Commissioner Sonal Swaroop, along with DMO Dr T C Khrime and DFWO Dr T D Namsa administering vaccines to the left out children of 0-2 years.

The programme would be carried out in selected places of the district based on the micro plan.

At Khonsa, EAC Techu Aran launched the programme at General Hospital, Khonsa. He urged the DMO, medical officers and all other para-medical staff to maintain the same zeal and spirit they have shown during first, second and third phase of MI, where Tirap had shown outstanding performances.

Aran suggested the DMO and medical team assigned for MI-IV to cover all children from 0 - 5 years to ensure full vaccination coverage.

DMO Dr N Lowang also urged all medical teams assigned for the purpose to carry out the immunization programme with responsibility.

DPM Elijah Nemsen Ruttum highlighted about previous achievements under MI-I, MI-II and MI-III and targets of the current phase.

At Seppa, Parliamentary Secretary (RD & PR) Mama Natung while launching the vaccination programme at Government Middle School, Nyari Welly Modern Village, appealed to the people to come forward and bring all eligible children and pregnant women to their nearest health facility for availing the vaccines.

Administrative officers led by Deputy Commissioner Rajeev Takuk, health staff and Anganwadi workers kept close monitor for the success of the programme.

DMO Dr C L Mallo, DRCHO Dr K Lapung, MS K Gyadi, and other health officials were also present.

At Ziro, MI-IV and National Deworming Day (NDD) were launched simultaneously by MLA Tage Taki at General Hospital, Hapoli.

MLA Taki spoke on the importance of good health and said that children with good health will always be able to perform better in all fields -academic, sports etc.

He exhorted the doctors and the entire medical fraternity to aim to keep all diseases at bay by proactively participating in these programme.

On learning that no funds have been placed yet to carry out the health programmes, he said, "Health programmes should be carried out in a missionary zeal. These programmes should not be jeopardized due to dearth of funds". He further suggested making a budget plan for all the immunization programmes of the district and placing the demand for funds well in advance with the government.

Also for better outreach and coordination, he directed the DC (I/C) Nending Chatung to chalk out the distribution process of the albendazole tablets with the DDSE and Deputy Director, ICDS and DRCHO to cover loopholes.

DMO Dr Tage Kano said that fund scarcity at the moment should not deter us from carrying out health programs. "I will ensure funds are arranged, but it has to be used judiciously," he said, before directing all MOs in-charge to collect the tablets for their blocks by February 9.

DRCHO Dr Derin Likar gave details on Mission Indradhanush and National Deworming Day through PowerPoint presentation.

A total of 22,467 children will be targeted for administering the albendazole tablet in Lower Subansiri district.

Later, the District Task Force members on Immunization reviewed the performance of IPPI round I and discussed in length on the micro plans for MI Phase-4 and NDD.

The launching programme was also attended by Medical Superintendent Kime Horming, BJP president Lower Subansiri, Deputy Director, ICDS, doctors, paramedical staff and PRI members. (DIPROs)

 

 

 

Free cataract operation camp

One ophthalmologist for entire Lohit

TEZU, Feb 7:  At least 46 patients were identified for cataract operation after initial screening of 68 patients in a free cataract operation camp currently underway at General Hospital, Tezu.

The camp, organized by the Department of Health and Family Welfare in collaboration with the District Administration was formally inaugurated by Deputy Commissioner Danish Ashraf on Tuesday.

The programme, which was partly supported by the district innovation fund under the initiatives of AH & Veterinary, DD and Art & Culture Minister Dr Mohesh Chai and the DC, also saw a briefing on the launch of Mission Indradhanush and National Deworming day.

Ashraf, who is also the Chairman of the District Health Society, advised the doctors to brief the patients about various precautionary measures to be taken after operation. Elucidating on the importance of Mission Indradhanush, Ashraf said that every child must be vaccinated.

The DC said that Mission Suraksha was launched by the district administration to combat these very issues and termed fear of vaccinations as baseless.

DMO S Chai Pul gave a brief report on the cases taken up during the free cataract operation camp.

She informed that 1445 eye cases were handled under Blindness Control Programme from April to December, 2016.

Also, 1447 school students were screened, out of which 32 were detected for refractive error.

She expressed disappointment that a lone ophthalmologist was handling all the eye cases in the district. She urged the government to provide sufficient doctors/ ophthalmologists and a new eye scanning machine.

Also speaking on National Deworming Day to be observed on February 10, Ashraf urged the teachers to ensure that every child took the deworming tablets.

Addressing the participants, SPO (NPCB) Taba Khanna informed that Arunachal Pradesh had the dubious distinction of being the second highest blindness prevalent state in the country. He explained that there was a misconception among people who often termed blindness as an age-related problem.

He urged the people of Lohit district to avail the free camp and informed that the operation would otherwise cost around Rs 20,000.

Khanna particularly stressed on undergoing cataract operation to ensure a life of dignity and freedom for the older generation.

DRCHO S Nayil briefed the gathering about Mission Indradhanush and National Deworming Day. He informed that the former was tied up with Mission Suraksha, launched by the district administration. However, there were practical problems at the ground level which must be relentlessly tackled, he added.  

The programme was also attended by DDSE Mana Linggi, CO (Dev) Une Pertin, DD ICDS T Amo Perying and Dr A Wailong. (DIPRO)

 

 

 

Training on GST registration conducted

HAWAI, Feb 7: A training programme on Goods and Services Tax (GST) for the traders and shop owners of Anjaw district was conducted at Community Centre, Hawai on Tuesday.

Addressing the participants, State Nodal Officer (Narcotics Cell) Oli Koyu, explained on how the cascading effect of multiple taxation at various level causes not only higher chances of tax pilferages but also increases the price of goods at the consumer level.

Highlighting the prerequisite for migrating from VAT to GST regime, he informed that the business owners should have online VAT registration. Business owners can register and subsequently migrate to GST regime through internet at www.aruntax.nic.in.

Referring to the guidelines prescribed by both central and state governments on migration to GST, he also warned that failure to shift in GST regime under the guidelines within stipulated time would invite heavy penalty.

Responding to the problems being faced by the dealers and shopkeepers due to non availability of internet facility and absence of IT professionals in Anjaw, Koyu suggested them to avail the facilities that are readily available with the Tax and Excise team at Tezu.

Another resource person of the training programme, Inspector Luvjoy Choker demonstrated the procedures and documents required for online VAT registration and how to gradually migrate to the GST regime.

In his key note address, Project Director Mito Dirchi highlighted the importance of the transition from VAT to GST regime, while Hawai CO Rome Mele also spoke on the agenda of the training programme.

Training on organic production system underway

PASIGHAT, Feb 7: In all, 32 farmers of East Siang district selected by the MOVCD are participating in a three-day long training programme on 'Organic Production System', organized by the Department of Natural Resource Management (Agronomy) of College of Horticulture and Forestry, Central Agricultural University, Pasighat, which began on Tuesday.

Department of Silviculture and Agroforestry, Professor Dr Rajan Bawa suggested the participants to produce good health soil, like Clean Green Organic (CGO) and live healthy by utilizing organic resources in a sustainable manner. He also advised the participants to promote organic means of cultivation.

Department of Natural Resource Management, HoD Dr P Debnath also elaborated the importance of organic farming practices in one's life and its importance in the future.

Agronomy, Course Director, Assistant Professor Dr Dinesh Sah highlighted course contents covered during training programme by explaining the various aspects of organic farming practices, their certification and different cropping practices in East Siang region for enhancing fertility of the soil.

Teaching Associate Agronomy and Course Coordinator, Punabati Heisnam also spoke on the occasion.

 

 

 

Tachung Dupit wins state chess title

ITANAGAR, Feb 7: Seventeen-year-old Tachung Dupit of Upper Subansiri won the State Level FIDE Rating Chess Tournament, which concluded at Siddhartha Hall here on Monday.

Dupit earned 8.5 points out of possible 9 in as many rounds to become the champion.

He was also the state champion in 2014 and state Olympic champion in 2015.

Manjit Taw with 7.5 points won the second position, while Tadam Dupit and Tabu Dupit, who earned 7 points each, finished third and fourth respectively.

Master Busen Dupit, (7) won the first position with 3.5 points in under-12 category, while Katem Perying of Lower Dibang Valley won the first position in under-15 category with 4 points. Mui Takar of Lower Subansiri also earned equal points, but he was adjudged second.

Onya Nalo of Upper Subansiri and Rei Punung of Kra Daadi won the first and second positions respectively in the under-19 category. Both the players earned 5.0 points each.

Nabam Jirnyi of Lower Subansiri, who earned 5.5 points, was adjudged the 'Best Women Player', Repo Ronya was adjudged as the 'Best Veteran Player' of the tournament with 6 points, while Tapir Mize of Siang district with 6 points was adjudged as 'Best Unrated Player'.

The most interesting and memorable match of the tournament was the round nine game played between Manjit Taw (2108) and Dr Rejum Ronya (1675), wherein the later defeated the former, who was one of the highest rated players of north east, with black pieces.

In total, 68 players from various districts took part in the tournament, which was played in Swiss system (International FIDE Rule) comprising of 9 rounds on February 2.

State Director of Civil Aviation, Repo Ronya attended the valedictory function and gave away prizes to the winners.

AAPCA president Niapung Konia also spoke on the occasion and said that the objective behind conducting the state level competition was to provide non-rated players of the state, who are unable to go outside the state, to participate in FIDE rating tournament and find an opportunity to qualify as international rating players.

A first of its kind in the state, six new players have qualified for the international FIDE rating norms, Konia informed and added that henceforth, all state level chess tournaments will be FIDE rating tournaments.

The tournament was inaugurated by Director of Sports, Tadar Appa and AAPCA President Konia on February 2.

AAPCA Secretary Tamchi Kache also spoke on the occasion and highlighted the problems and challenges faced by the association in conducting such tournaments, such as lack of financial support from the state government.

The tournament was adjudicated by Asit B Choudhary as Chief Arbiter, Arun Singh as Deputy Arbiter and Taba Anam as Arbiter.

 

 

 

Awareness campaign on cashless transaction begins

SEPPA, Feb 7: The District e-Governance Society, under the supervision of East Kameng Deputy Commissioner Rajeev Takuk on Tuesday launched a series of 'Digital Payment Awareness Camping' programmes at Kameng Hall, DC office.

The campaign, which is part of the process to educate people about benefits of cashless transaction, will run from February 7 to 27.

As part of the programme, a Training of Trainers (ToT) was conducted, and attended by host of Heads of Departments (HoDs) and their representatives.

Speaking on the occasion, DC Takuk exhorted the HoDs and officials present to cooperate and coordinate in making the initiative of cashless transaction a grand success. He further urged the participants to be attentive and learn at the fullest and disseminate the same to the other.

The DC further suggested forming a team comprising of learned officials which could teach and disseminate the information on cashless payments to others also.

Highlighting about the programme, DIO Gaurav Singh briefed the gathering about the digital payment and its type and means, which include UPI applications, USSD, PoS, e-wallets and Aadhar enabled payment system. (DIPRO)

DAPORIJO, Feb 7: The youths of Sigin-III, Daporijo conducted a cleanliness drive under Swachh Bharat Abhiyan at the police station premises and Sigin colony on Saturday last.

During the social service, drains were cleaned thoroughly and garbage lying in the roadside was collected and disposed properly. The OC of Daporijo Police Station T Rebi also participated in the cleanliness drive.

 

 

 

Newly constructed ADC office inaugurated at Seijosa

SEIJOSA, Feb 7: Pakke-Kessang MLA Kameng Dolo, along with East Kameng DC Rajeev Takuk inaugurated the newly constructed ADC Office, staff colony and weekly bazaar haat on Monday at Seijosa.

Speaking on the occasion, Dolo exhorted the people to treat any government institution as their own and protect it. He further urged the public to preserve and conserve the natural flora and fauna of the area.

Speaking on the Assam-Arunachal boundary issue, Dolo recalled and appreciated the excellent service performed by DC Takuk during his stint as Joint Secretary (Home Affairs) and simultaneously made an appeal to the people to maintain peace and tranquillity in the area.

Informing about upcoming projects, he enlightened the people that he is pursuing the early construction of bridge at Naomara and the road connecting Itanagar via Sagalee, establishment of permanent Treasury office, posting of adequate officials to Seijosa, among other projects.

Informing that a well-equipped health institution is going to be constructed soon at Seijosa, he urged the people to extend their support and cooperation for all-round development of the area. Regarding the demands placed by the people and the administration, he assured to provide necessary assistance for early construction of rostrum and parking lot at the ADC office, and renovation of helipad ground at Seijosa.

Expressing gratitude to the land donor, DC Takuk stated that name of the family will be remembered eternally for its contribution and noble job.

Appreciating the people for successful organization of Pakke Paga and Pakke Darshan festivals, he exhorted the people to make the area a leading torch bearer in conservation of flora and fauna.

Informing about ongoing projects, including Trans-Arunachal Highway, drinking water supply at Seppa and PGCIL Power Grid, he reiterated that the district is going to be one of the most developed districts of the state soon. He simultaneously urged the people to extend their cooperation and help with same zeal and vigour in coming days to make East Kameng a progressive district of the state.

Highlighting about the cashless initiative of the Government of India and the state, he suggested the ADC to conduct series of awareness programmes in this regard at every possible level in order to educate the people.

Land donor of the ADC office, Tumri Nabam wife of Late Jorjo Nabam was also felicitated on the occasion.

Seijosa ADC Kento Riba, Seijosa Anchal Chairperson Renu Kino and A2 Gaon Burah Takum Nabam also spoke on the occasion.  

Later in the day, the RWD colony at A2 area was visited and suggested to hand over the unused infrastructure to the administration for its proper and better utilization.

Delinquents seek welfare schemes

ITANAGAR, Feb 7:  In a representation to Chief Minister Pema Khandu, the All Arunachal Pradesh Delinquent Welfare Association (AAPDWA) demanded that the state government provide reformation schemes, claiming that they have been treated differently by their own people in the society with no chance to reform themselves.  

The AAPDWA further demanded for 'Remittance of Punishment', saying that many of them are being punished for petty offences.

"No person should be judged or victimized for petty offences which do not fall under the category of serious offences", the association stated, while appealing to the government to come up with provisions of remittance of punishments.

It also sought for establishment of rehabilitation centre to help delinquents in rehabilitation and reformation, besides the demand for vocational education and welfare schemes for delinquents.

 

 

 

AR organizes cancer awareness prog

CHANGLANG, Feb 7: On the occasion of World Cancer Day on February 4, the 14 Assam Rifles organized a programme to raise awareness among the people on cancer at Simran village.

The villagers were explained in detail about cancer, how to prevent, detect and treat it by the Assam Rifles Medical Officer (MO).

The MO emphasized on community involvement for early detection of cancer patients and said that treating cancer at an early stage can save lives.

Painting competition

DAPORIJO, Feb 7: The second district level painting competition among students of both government and private schools of Upper Subansiri district to promote Swachh Bharat Abhiyan is being organized by the management of Mell Botom Tourist Lodge, under the guidance of the Chief Minister and in collaboration with District Administration, UD and Housing and DTO (Tourism), Daporijo.

The theme of the drawing competition is 'Swachh Bharat Abhiyan in Convergence with Tourism Promotion'.

The first, second and third prize winners will be awarded cash prizes of Rs 50,000, Rs 25,000 and Rs 10,000 respectively along with certificates. The prizes will be distributed on Statehood Day.

The school authorities will conduct the competition in their respective schools and the drawings/ paintings will have to be submitted at Mell Botom Tourist Lodge on or before February 15, the Upper Subansiri Deputy Commissioner stated in a letter to the DDSE.

 

 

 

ICAR-NRC ready to purchase yak wool from farmers

ITANAGAR, Feb 7: The ICAR-NRC on Yak is ready to purchase yak wool from farmers' doorsteps, besides imparting training to them on garment making by its technology management unit.

This was informed to the farmers during a programme on live demonstration of feed block and wool products of yak at Mandala region, recently by ICAR-NRC on Yak, Dirang.

Prepared feed block was fed to yaks on the field, in presence of the attending farmers by the scientists.

The scientists also displayed wool technology developed by ICAR-NRC on Yak, yak hair products and its uniqueness.

Towards the end of the programme, four farmers with more than 100 yaks were given a bag of salt each.
